Grain stocks are so low that two of Canada's biggest ethanol plants are starving for wheat. Investors are also so spooked by the rising cost of grain that two proposed plants in Saskatchewan have been shelved.

The province's ethanol strategy has been a costly failure that has benefited neither the rural economy nor the environment, according to a study commissioned by the Canadian Centre for Policy Alternatives (CCPA).

Manitoba mandates E10; Saskatchewan has an E1 standard, which rises to 7.5% as soon as there’s enough processing capacity in the province. Alberta has not set its own standard.
